Abraham watched the two newly-summoned warships with pride. They were the newest to join the fleet of United Navy, and they won't be the last. He turned his gaze towards his desk and walked towards it. After all, he still had 5,000 Naval Points left.

In a war, it was better to be not ignorant of the cards he had on deck. Saving his Naval Points and using it only when needed severely relied on luck. Even though his luck was good, he didn't desire to place the destiny of the United Navy of such a fickle concept.

With this in mind, Abraham sat back to his comfy chair as a digital screen materialized before his eyes. Inside it was the remaining Naval Points in his pocket. Naturally as said before, he wanted to spend it all.

"The first thing I need to guarantee is the growth of the Port of Dawn. It is the heart of the United Navy, and as we grow, the heavier it load becomes. The capability of the Port of Dawn to handle the fleets of the United Navy is paramount." He muttered while closing his eyelids.

His words weren't wrong. The advancement of the Port of Dawn heavily tied with the United Navy. After all, it was the only port they had. It needed to be capable, otherwise the logistics would get too overloaded and crowded.

As such, Abraham opened his eyelids with clear determination in his eyes. He had already made a decision, and there was no going back now.

'Systema, how much do I have to spend to upgrade the Port of Dawn to its next level?' Abraham questioned his precious partner, wanting to know the price of the upgrade he was about to purchase.

After all, his decision all depends whether or not he could handle the price presented by Systema.

In mere moments, a mechanical bell rang inside his mind. Abraham saw a digital screen materialized before him as a monotone voice followed.

Hearing the answer of Systema, Abraham raised an eyebrow since the price wasn't as high as he had previously expected. He thought that the starting price would increase exponentially, but it seems that he had thought of the system wrong.

'I am lucky to have a merciful system.' He quietly thought to himself as the system hadn't been hard on him since the beginning of his transmigration,. This was something he was thankful for. After all, other stories always portrayed systems as mad slave-owners of some sort.

"Okay, Systema. I'd like to purchase the level 2 of the Port of Dawn." Abraham didn't hesitate anymore as 2,000 Naval Points was within his ability to sacrifice. Thinking more would be wasting his precious moments of calm.

Like his first upgrade of the Port of Dawn, a mechanical bell rang inside Abraham's mind. Following it was a notification screen materializing in front of his perception.

In this very moment, a golden radiance shrouded the entirety of Port of Dawn. Not a single thing was left behind as every speck of the port gleamed with brilliance. Naturally, Abraham was blinded by light emitted by the upgrade process.

'Dang!' He thought while closing his eyelids from the radiance that seemed to desire to blind him. Though, it didn't take long before the golden brilliance dimmed. And moments afterward, it faded as if it hadn't emerged in the first place.

Abraham was disoriented, but quickly regained his calm. He quickly observed his surroundings and noticed that nothing changed inside his office. But it wasn't like change should be expected. After all, the upgrade was targeted towards the Port of Dawn itself.

And he soon realized this as he turned his eyes towards the windows of his office. Before the upgrade, medium-sized buildings found itself scattered throughout the Port of Dawn. It was akin to a small town with a busting populace.

But now... It had become far more different than ever before. In front of his eyes was akin to a small city. Medium-sized buildings were spread throughout the Port of Dawn, but along with them were towering high-rise buildings.

It was shocking to say the least. The Port of Dawn had become greater than it could have imagined itself to be.

'I didn't think that the level 2 upgrade would have such a great effect.' Abraham thought while observing the scenery with a scrutinizing expression.

At any rate, several notification screens emerged before his amazed eyes, blocking the scenic view of a somewhat modern city. Along with it was the usual mechanical bell ringing inside his mind.

Reading the words in the notification screens. Abraham finally realized why towering buildings appeared in the Port of Dawn. Like before, the population of the Port of Dawn had increased five-times its size.

The first upgrade might not have been troublesome. After all, the increase was 1,000 to 5,000 personnel. But, on the other hand, the second upgrade was five times greater than the first. It was 5,000 to 25,000, an increase of 20,000 personnel.

His thoughts about the Port of Dawn handling the logistics of the fleet was practically thrown out of the window as the current fleet of the United Navy might be too small for the current port.

"For some reason, I feel like I had already said this before. But damn! The United Navy is growing pretty fast." Abraham muttered since the growth of the United Navy was greater than ever before.

"Yeah, a bit too fast." Out of nowhere, he heard a familiar soothing voice. He turned his gaze towards the direction where it came from and saw Laplace staring at him in disbelief. It was at this moment that he realized that there wasn't only his summoned personnel in the Port of Dawn.

Abraham wryly smiled while rubbing the back of his head. "Eh... Apologies for that." One would be beyond astounded for everything to glow out of nowhere. While Laplace somewhat understood what it was, many thought it was an attack from the Colonial Dominion of Terra.

These sentiments mostly came from the SRU personnel, who were horrified by the glowing radiance.

Seeing Abraham's apologetic expression, Laplace sighed and leaned beside his desk. "Well, it doesn't bother me much. So, what changed?" While most of her subordinates were in a state of confusion, as long as Abraham was good, others simply didn't matter enough for her.

It was the mindset of a dragon, a priority of what was important to her.

Hearing Laplace's inquiry, Abraham felt that he needed to be honest so he quickly responded to the dragoness. "The only thing I discovered is the high-rise buildings and the population increase."

"The intelligence officers should be coming to report the changes of the Port of Dawn." He turned his gaze towards the front door of his office, prompting Laplace to do the same.

"But how much did the population increase, Abraham?" Laplace asked since the change that Abraham had introduced to the Port of Dawn practically turned it into something greater. She could somewhat feel the large population.

"Hmm... It increased from 5,000 to 25,000, not including the naval fleet personnel." Abraham answered while staring at the scenic view from his window. It also seems that the floor of his office had become higher.

"And this isn't including the naval fleet personnel along with the beastfolk population. The Port of Dawn has become a city in mere moments. I'm sure that the newly-emerged port personnel can adapt. But would the beastfolks be able to do the same." Laplace remarked while squinting her eyelids.

This was troublesome for her as she understood that ignorance could breed troublesome issues.

"But, I'm sure you would be able to fix it." She looked at Abraham and smiled. After all, every problematic things had always been solved by him. This wouldn't be different.

"I'll try rectifying my mistakes to the beastfolks." Abraham uttered with determination, understanding the seriousness of the situation.

"There's no need to be so serious, Abraham." Laplace chuckled after seeing his seriousness and continued. "While the loyalty of the beastfolks couldn't be compared to the loyalty of your actual subordinates. The loyalty they have for you is greater than they have for me."

"And they already consider me a deity of some sort." She stopped chuckling and looked at the front door. "It seems that they have arrived. I'm looking forward about hearing the actual changes of the Port of Dawn."

*Knock!* *Knock!* *Knock!*

A moment later, someone began knocking on his door. Abraham gazed at it and stated. "You can enter." Following such words, the door opened and a group of intelligence officers entered his office.

On their arms were various reports about the changes of the Port of Dawn. The reports were a lot, causing the fleet admiral to almost get disgusted from the amount of files they were planning to give him.
